It is due to relative velocity of car with respect to the moving car. Here the relative velocity of rain with respect to the earth surface is vertical and relative velocity of car with respect to earth surface is horizontal. Hence, the relative velocity of rain with respect to car make an angle with vertical. So, the front wind screen get wet.
